Cite Soleil: Questioning Aid

Professor Louis Herns Marcelin teaches anthropology at the University of Miami, and he’s been working on issues relating to youth, violence and community in Brazil and Haiti for years. We found him by way of a filmmaker friend who’s done some work in Venezuela for a Spanish NGO; they then connected us with Marcelin, who’s conducting an interesting project in the Port-au-Prince slum of Cite Soleil. “Cite” is best known for being one of the poorest slums in the world, often portrayed in the headlines as a hotbed of urban violence and despair. Thanks in part to this, Cite Soleil is also a large recipient of international aid. USAID, the U.N., the French and Canadian governments, and countless non-profit organizations have given money for a variety of projects over the last 15 years. Where this money ends up and how it’s used is something that has perplexed everyone in this community. And now with Marcelin’s help, community leaders, residents, students and local government are for the first time conducting their own research into the effects of international aid in Cite Soleil.
